*Summary: *Under the direction of the Director of Public Service, through the supervision of the Deputy Service Director/Superintendent of Engineering, the Senior Engineer is responsible for managing, coordinating, and performing engineering functions including, but not limited to, the planning, design and construction of public improvement projects of both in-house and consultant design; reviewing of subdivisions and site plans; and preparation of feasibility analysis, cost estimates and reports.
Performs supervisory and/or administrative duties, and other functions related to the normal operation of the Engineering Division as required.
May be designated to act on behalf of the Superintendent of Engineering in his/her absence.
*Essential Duties and Responsibilities: *Acts as Project Coordinator/Contract Manager for capital improvement projects by overseeing and facilitating projects through various phases of development, such as planning, design, bidding, construction, and post-construction follow-up.
Ensures that requirements imposed by state law, City Charter, and funding agencies are met.
Controls expenditures within limitations of project budget.
Resolves issues and problems throughout the life of the project and coordinates distribution of information to interested parties, such as city staff from various departments, City Council, citizens, funding agencies, construction contractors, testing consultants, inspectors, design consultants, utility company representatives.
Senior Engineer positions are responsible for one of the three areas of expertise listed below: Responsible for the management of federally funded capital improvement projects with an emphasis on traffic signal systems design.
The Senior Engineer may also be responsible for optimizing the City’s future traffic signal network including adjusting timing, phasing, and other items to utilize the City’s traffic signal systems efficiently.
Responsible for traffic control systems including signage/pavement markings.
Responsible for the management of capital improvement projects with an emphasis on storm sewer systems, sewer collection systems, sewage treatment systems and other projects related to collecting and treating wastewater.
The Senior Engineer may also be responsible for managing the City’s sanitary collection system model, assist with annual reporting with the OEPA and assist the Water Reclamation Facility and City’s Utility Manager with technical issues involving sanitary collection and treatment.
Responsible for the management of capital improvement projects with an emphasis on water distribution systems, water supply systems and other projects related to providing safe drinking water.
The Senior Engineer may also be responsible for managing the City’s water distribution model, assist with annual reporting with the OEPA and assist the Water Treatment Plant Manager and Utility Manager with technical issues involving drinking water production and distribution.
Performs administrative duties as assigned, including but not limited to, supervising day to day work assignments and providing direction to engineering employees, overseeing budget accounting and invoice payment.
When requested, assists the Development Engineering in reviewing private development in their area of expertise.
Conducts and supervises complaint investigations and recommends responses to the complaint and solutions to the problem.
Conducts and supervises inspection of construction in progress and completed work for compliance with the specifications, standards, and requirements.
Responsible for preparation of in-house design plans and specifications, bid documents, bid tabulations, and performing project engineering, project budget control, supervision of inspection and testing, utility coordination on projects such as the yearly Street Program and other specific projects assigned to the Division of Engineering.
Maintains records and prepares reports for the Superintendent of Engineering.
Provides interpretation of plans, specifications and standards to contractors, applicants, and others.
*Working Conditions:* The working environment of the Senior Engineer involves exposure to conditions generally found in an office setting, in addition to conditions generally found in and around street repair and construction sites.
The Senior Engineer works with office equipment, such as computer hardware and software applications, telephones, tape recorders, fax machines, copy machines, and appliances.
Within the office setting, the Senior Engineer will move, lift, and/or retrieve items of standard office use, such as paper by the ream or box, file record storage boxes and office equipment up to 25 lbs.
The Senior Engineer travels as required, works out of doors when necessary, and works evening or weekend hours in addition to a regular 40-hour work week when required.
*Necessary Knowledge, Skills, and Abilities: *The Senior Engineer must have thorough knowledge of civil engineering practices and theories, and must have considerable knowledge of the tools, methods and materials used in the design and construction of streets, traffic improvements, sewers, water lines, pumping stations and treatment plants; considerable knowledge of asphalt paving techniques and of concrete construction and the working qualities of each; and considerable knowledge of the workings of traffic signals and traffic control devices.
The Senior Engineer must possess the ability to calculate materials required for a construction project; to make computations involving algebra, trigonometry, calculus, statistics, dynamics, fluid mechanics, steel design and concrete design; to prepare written technical reports, written correspondence, maintain accurate records, and use computer operating systems for word processing, spreadsheets, data bases and computer aided drafting (CAD) and design software.
The Senior Engineer must have a strong understanding of traffic signal systems, including but not limited to timing, phasing, coordination, preemption, operations and equipment and dynamic sewer modeling.
The Senior Engineer must possess excellent communication skills, which includes the ability to communicate orally and in writing; to establish effective working relationships with coworkers, management personnel, subordinate personnel, City officials, and the public; to understand and carry out written and oral instructions; to read and interpret information; and to exercise tact and discretion when dealing with the public.
The Senior Engineer must possess the ability to assign, supervise, and delegate the work of subordinate personnel; to analyze difficult situations, problems, and data; to exercise independent judgment when resolving conflicts with applicants, contractors, employees, or the public.
*Necessary Education, Training and Experience:* The Senior Engineer must possess registration as a Professional Engineer by the State of Ohio Board of Registration for Professional Engineers.
In addition, the Senior Engineer must have six years experience as a professional engineer practicing in the field of Civil Engineering of which at least three years are in design administration of public improvements or present another combination of equivalent experience so as to indicate possession of the required knowledge, skills, and abilities listed above.
Experience in either signal/traffic system analysis, designs and new technologies, complex sewer network functions and analysis using a dynamic model, or water production and distribution system design and analysis is required.
*Distinguishing Characteristics:* The Senior Engineer may serve as the Superintendent of Engineering in the Superintendent’s absence and provide supervision to the employees of the division.
The Senior Engineer must exercise considerable independent judgment when resolving employee conflicts or conflicts with contractors or the public.
